In rural areas it is very different. There is likely to be a lot more driving around by necessity. And kids won't be able to specifically go "buy a popsicle and bring it home." But that still doesn't mean the kids have to stay home. They can go play outdoors, in the woods, visit friends, etc.
That's contrary to the culture I see however even in rural areas. Kids are kept under tight wraps compared to when I was little. I think there were plenty of perverts and other dangers when I was growing up. It just wasn't so hyped in the media like it is now. And children can be pretty wise when it comes to staying away from danger, more so than parents seem to typically believe.
