Is this a silly idea?
Hi guys I'm looking to get my toes wet into mountain biking after being a roadie for awhile. I've been looking for an older 26" rigid mtb with the hopes to include a little dirt into my commute that is a bit too much for road rigs. My goal is to end up with a bmx/commuter/little bomb machine. I have the opportunity to purchase a 92 S works stump jumper for $250 which IMO is a fair price but I believe it's a bit too small for me. The bike has a 15.5" seat tube (540mm effective top-tube). 140mm stem and 175mm cranks. The owner is 5'6" while I'm 5'10" and ride a 55cm road bike. Do you think this would this be TOO ridiculous, should I try to be more patient and wait for a better deal?

You'd probably be between medium and large (like 17-19 inch sizes).
1992 is a long, long time ago in mountain bike years. Bikes of that vintage are simple and tough, but whether it's worth anything really depends a lot on condition. Good suspension was a real revolution, too.

Not sure if you can get a full geometry chart on the bike online, but apparently you can physically measure it.
It really doesn't sound like the frame is Too small, but with that giant tiller of a stem, it is stretched about as far as it can be. I assume your road bike has about a 570 top tube and a 100mm stem? Not that a road and MTB would fit the same.
If you like a sort of BMX feel, a small frame might suit you. Depends if you want to use iof mainly for fun and tricks or for commuting, because a too-small frame with a knapsack full of gear for work on a long seated ride might get old Really quickly.
