Matching a Suspension Fork to a Frame

I'm considering starting a mountain bike build and have been getting some idea's of what works with what. The question I have is sizing the suspension fork to the frame. The frame I'm looking at is 506mm from theoretical axle line to bottom of head tube. What I've been finding is that's about what the axle to crown is on 100mm fork. Should I be buying a fork that's about 506mm fully extended or should I be loking for something that's going to be in the 506mm range when the race sag is set?
