Tyre Seating on Rim

Tyre Seating on Rim
I can't seem to get my rear tyre (steel bead, Continental Survival) seated straight on the rim. It may have been seated crooked on my old wheel (just got a new wheel). Questions are:
1. Is there any way to get it seated properly if it has been seated crooked for a while on my old wheel?
2. Does crooked seating do any harm to rims?

What is crooked? If the tire is holding properly it may be done right and there may be a problem with the tire. I had a tire that the tread appeared to wiggle on, like the wheel was out of true, but the tire was just poorly manufactured.

The tyre is holding properly on the wheel. I tried to get the bead in as evenly as possible, but tyre still wiggles. I'm guessing that you're right, and the tyre is poorly made. the wheel is certainly not wiggling, just the tyre...
