upgrade which part??

My buddy is riding a Hardrock XC and he wants to do some short races. The problem is he should probably upgrade a couple of components before he gets into any racing. Rightnow the drive train is ok (Deore with a Truvativ crank - not sure which one) and I think the Hardrock frame is tough enough but the rims, hubs and suspension are all very poor (Alex rims, no name and RST Capa) but I'm not sure which one to tell him to upgrade. He doesn't want to spend too much money so I was leaning towards suspension at first because the forks he has now are so poor that if he puts any new wheels on they will probaly be wrecked pretty quickly without some decent suspension to absorb some of the force. His goal in this is not speed, only to finish. Any recommendations would be appreciated.

Well, the most noticeable upgrade would have to be the fork from those choices, If a slightly big jump in fork quality is made, the ride will be noticeably better. Not so noticeable if he upgrades the rims only or hubs only. There may be a small weight savings there, but he will most likely notice very little in ride improvement if any.
