Does anybody know about these forks, they look to be cheap after ive seen how expensive they usually are. Manitou 06 Man Empre 700C blackfork and Manitou 06 Man Axel Elite 80mmBK 1-1/8 Steel ste
im not sure the 80mm one would work because the bike i am getting is going to have 100mm forks.

Why are you looking at forks if you are going to get a new Rockhopper? Especially forks that aren't any better than the fork that comes on the Rockhopper.
Anyway, from the description you posted, the first one won't work with a 26" wheel and V-brakes because it is for a 700c wheel.
