I use to ride something like this back in the early 80's when I work at Whiteface mountain N.Y. It had a mini bike frame with some cheap handmade skis we built out of thick aluminum, It was truly a blast to ride.

We used to build these as kids, an old pair of skis, a stack of 2x4s some old front hubs, bend the frame a bit.... It was fun untill the nails would pull out. I still still hear the screams of my brother

If you go to ridemonkey I think one of the builders of these bikes resides there. Interesting device to say the least.
