Do the standard aero bar diameters fit on standard mtb flat bars? Thanks.

dont know. research bar diameters for road and mtb. why do you want to put aero bars on a mtb? just curious.

Unless the MTB bars are oversized they will fit. And even if they are you can get oversized clamps. Knock yourself out.
Ever since I was dropped in a mixed road/XC race three years ago by a guy with aero bars on a MTB I have ceased criticism of this setup. I'd still never do it, but I'm not dissin these days.
