hayes disc brakes

i have a problem with my hayes mechanical disc brakes and i wanted to know if anyone could tell me how to stop the brake from dragging on the disc and how to take slack out of the cable because i have used almost all of the thread turned out on the lever

There is a dial on the calipre to move the non-mech side pad in and out. Is that moved all the way out?

Also, discs rub...just a fact of life.
