I usually check the sale racks of my local outdoor shops. It's good to check at the end of biking season and beginning of biking season when they display all the previous year's stuff that wasn't sold. I think it's better than ordering from a catalog because you can see them in person and try them on (yes, with underwear!).
I just got my Pearl Izumi mountiain biking shorts for 60% off.

I find that Louis Garneau tends to a good value in the lower end of its line.

I bought a pair of cheap shorts on Pricepoint.. worst thing I ever did. They're so uncomfortable. The padding is badly placed, the fabric isn't even actual lycra so they get soggy as hell with sweat. I'll never buy another pair of cheap shorts. I bought a pair of Fox's 8 panel shorts for like 55 bucks and I couldn't believe the difference. Go with a good name, like Pearl Izumi or Fox.

As far as lycra, I only wear Pearl Izumi, Assos, or Castelli upper end stuff. To me, it's worth it when you spend 2-3 hours on a road bike. For baggies, I found a couple of Nike shorts at their outlet store, I really like the MX style shorts from Fox Racing, the Nema Crown Jewels are super nice, and I just bought a pair of DV8's from Nashbar. The DV8's are NOT as nice as my Fox's, but they were 1/2 the price!

Bike Nashbar has good, cheap padded shorts for around $20. I'm into my second year with them, and they still feel great.

Oh yeah.. forgot to mention. I have a pair of Fox baggies that are extremely comfortable as well. Ran me about 30 bucks. Look nice, comfortable too.
