Rear Shimano LX shifter problem

I have a 5-year old Shimano LX shifter/brake combo. It's a 9-speed shifter and it appears that I can only shift between the 5 hardest gears. Anywhere beyond that and the it feels like a dead shifter. I checked the rear derailer and nothing is out of the ordinary. One mechanic suggested a Tri-flo flush. I removed the cable from the shifter and flushed it out. Even without the cable, it still only goes between the 5 and 9 gears. This leads me to believe that it is not a cable or rear derailer problem. I opened up the bottom plate of the shifter and I saw white grease in there, so it doesn't appear that the shifter is dried out.
