probabaly the same as bottoming out. as for the comment on girls, same idea.

Actually top and bottom are opposites...therefore top out is the opposite of bottom out.

o, so when the fork is fully extended, its topped out, meaning it has the full travel to go down until it will bottom out.

Sort of. It's meant more as the condition where the fork is compressed when riding and then the wheel leaves the ground, either from you pulling the bars up or from the terrain, and the fork hits the top of the travel by fully extending. Too high of a rebound setting will cause hard topout.
