You can change it by letting air out of your tires - all of it!

My bike has a bout 1 inch of standover lol
I made that decision on account of i dont make much money, so this frames gotta lat a while, and ive still got a lottt of growing to do, so in a year or so's time, itll fit just schweet.

Its setup so its pretty comfortable now, so thats ok.

Why so rude? If your not here to help other riders/members thats fine, all you have to do is not reply to their questions

A quick google search brought up Sheldon Brown's site as the first hit, specifically his alphabetical glossary with standover clearly defined.
If a kid keeps pissing on the toilet seat you obviously tell him to lift the seat, it may take one or two times but he'll get it, but you dont go and tell him to find another place to piss.

Why tell someone to Google?

If we were all loners, sure, Googling would be grand. But some people want to talk to other people who might know more than them. What's odd about that? This is a forum, right? For communication, no? I would rather post here and get other people's idea sthan do a lonely google search, wouldn't you?

CarLo: standover height refers to the height of the middle of the top tube. 2-3" of clearance--or whatever is comfortable with you--is good. The height of the top of the seat from the ground is something completely different and, as an adult, you shouldn't be able to sit on the seat and touch the ground with your feet (kids typically should for safety reasons). If you can reach the ground while seated, your seat is far too low. Hope this helps.

I won't bother you with my breakfast preferences.

It would be nice if someone copied Pedro and had his knowledge, rather than just his sarcasm.
