Swinger 4-way

I bought a Jamis XLT 2.0 this summer that came with a Manitou Swinger 4-way shock on it. This is my first FS bike and it's been great, but I'm having trouble tuning the Swinger appropriately. I can't get it to have appropriate sag without the shock getting really soft (like going through at least half of my 5 inches going softly off of a curb). Is this a common problem on SPV shocks? Does anyone have any advice for adjusting the swinger (I've read the manual and set it up that way, but it leaves me with approximately 2% sag).
