Rubber Thing Came w/Rock Shock Tora 318

I just got a Rock Shock Tora 318. It came with a rubber cylinder about two inches long with a hole down the center. What is this? Does it go in the bottom of the stearing tube?

Im just guessing from the picture that they are spaces that you can cut between or pull apart at each space between the ridges.

It's a travel spacer. You pull the lowers off your fork, and in the left leg there is another spacer identical to that one in there. Take the spacer out to increase travel to 130mm, add a spacer to decrease it to 80mm.

Actually, that is the whole 50mm spacer in the pic. And it can be swapped in/out without removing the lowers or messing with the damping side of the fork at all.
