I don't know about rules of thumb, but I'd assume most of the roadie fit rules apply. Aero's probably as big of a deal. All that said, my seat and bars are relatively level.

XC and roadies have the seat higher than the handlebars...
DJ, DH, and FR have the seat lower than the handlebars...
Trail/AM bikes have those lever adjustable seat posts so they are all over the place...

Yup those are the rules set in stone *obviously* .

Ideally for XC riding you're probably going to have the seat about as high as your leg extension goes... the more technical it gets the lower you drop the seat. Now in relation to handlebar height, it all depends on reach. If you find yourself stretching your arms or straining your neck to look further ahead after making the seat higher you will probably need to either move the seat forward, shorten the stem, get a stem with more rise, or simply put more spacers underneath the current stem. There are a lot of factors to play around with, experiment with the 'free' upgrades of simple adjustments before buying new parts.
