Bike Suspension Fork Help

Hey i recently purchased my first bike in a long time and will be getting into riding for fitness. Before you slam the bike it is a walmart bike, I just wasnt able to drop 300 on something i might give up in a while if i dont enjoy it. I took it for a spin today and noticed that the front fork is very stiff. It looks like its suppose to compress but putting my weight on it (155lbs) i cant conpress it. Are the forks just that stiff or is something wrong with it. ALso what are the white rings i included pictures of? Is this a real suspension or just looks like on. Or perhaps i am just not applying enough weight to it to compress it. Or maybe there is a lock on it of some sort. Thanks for help
