How should I rebuild my Fuel?

Some of you may remember that parts off my bike were stolen last May (http://i7.photobucket.com/albums/y25...0/CIMG1268.jpg), so now is the time to upgrade as it's more and more like summer outside. So here is what needs to be replaced:

Fork
Headset
Cables
Saddle/Seatpost
Disc-brake on front.
Single Speed cog and whatever else
Chain tensioner?

I'm leaning towards a rigid front fork and possibly converting the rear cassette into a single speed, but keeping the front crankset/derailler. Is that too silly? I only do mostly road/cross country (as a student). I like the 3 speed idea.

Fork: http://www.universalcycles.com/image...dium/43498.jpg ?
Headset: something cheap
Cables:...
Saddle/Seatpost: something cheap online
Disc-brake: no idea

Budget: 400 max.

Yes.

The whole idea behind fewer speeds is simplification, and you're suggesting accomplishing this in the most complicated (and least practical) way possible.
