Well, both of those bikes are for the same type of riding, so what you're planning to do with it matters less, unless you plan on hucking big drops, in which case neither is appropriate.

They both have similar-enough builds, so it's going to come down to which one fits you better and which you feel rides better FOR YOU. Both manufacturers were kind enough to provide reach and stack measurements (location of the bars in relation to the bottom bracket), and here's the data: the Felt has longer reach (a 14" Felt's reach is comparable to a 17" Fuji's reach) and the Fuji has higher stack (a 17" Fuji's stack is comparable to a 22" Felt's stack). What that means is they're going to feel much different...pick the one that speaks to you.
