Get a chart on how to measure a bicycle - use a virtual top tube since that one appears to slope
No clue on maker --- the year is irrelevant --- all i can say is its a dedicated single speed frame with a cheap road crank on it --- i cant tell, but is there a derailleur ready dropout duct taped to the frame ends for conversion if need be?
Ritchey puts a bend in their downtube like that on current hardtail's but i dont know if they would use a tube shape like that

There is single speed Rockhoppers and Carves that look similar but they have a extra piece of tubing between the seat stay and chain stay near the disc brake mount.
Trek Marlin single speed looks similar too.
The gap between the top tube and down tube at the head tube makes it look like it's probably a large size frame.
