I have never seen a bicycle shop with cheap clothing. If you walk down Flatbush from Prospect Park to around Cortelyou there are a bunch of discount clothing stores that often have sporting gear tossed into the mix. You are probably better off shopping of the internet.

Check Paragon for sales. I find that most bike shops don't really have much on sale, but Paragon runs regular end-of-season sales. They carry all types of outdoor wear, so you don't necessarily need to buy cycling wear for it to be functional.

ditto paragon's, they have a sale on cycling clothing a couple of times a year. for minor accessories, I find the big sporting goods stores cheaper than the LBS. for tubes and other stuff at MSRP which is cheap for NYC. check out REI and EMS, too. Cheap cycling specific clothing at your LBS are hit and miss. sometimes you find something in your size and style you like, sometimes you don't.

Paragon is definitely worth checking out for end of season sales and they also have a very good selection of gear compared to most bike shops. I still recommend the internet though since some deals (especially from the European sites) are really good.

What Jorge said. Also, I just went on the site below and got 20% off my order w/free shippiing & no sales tax. Bought a Capo Monza bib and some swimming googles for my son.
Use code "wintergear", don't know how long the code will last

I have to tell you one of my experience, I once got a fake cycling gear, it seems a good non expensive cycling gear, which said that it is made by "American Sport." In fact it's not. So when you search for a good non expensive place to buy gear, it would be better to get it from those stores high degree of credibility.
