What kind of riding to you plan to do? Mountain?, Road? both?
Try going to those sections of BF. There's a lot of good information there.

Try Craigs List. Even then 100-200 is pretty low.

I have but am kind of worried that i might get ripped off. I live in Elk Grove and I have a semi Road/moutain bike and started riding on the road for a couple of times a week for the past several months. Now bike is broken. Met a really cool dude who showed me his road bike, tried it for 2 days and loved it. I have been looking for a bike like this https://sfbay.craigslist.org/eby/bik/866538622.html
is it good? I talked to the lister and its a 56 cm frame and i seem to fit it well

A 54 cm frame differs from manufacturer to manufacturer.
Try asking this question in the Road biking forum.
They'll probably suggest that you check out the fit calculator on competitivecyclist.com

If you want something decent for $100-200, then Craiglist or Ebay is about your only option.
That Schwinn seem pretty good... see if the buyer will take less.
*prices on the SF Craiglists list has been crazy for '80s road bikes. Three years ago, that
same Schwinn would have been well under $100.
