BART Police conducted a bait bike operation
 
Officers from the BART Police conducted a bait bike operation on Tuesday at the Downtown Concord BART station

According to BART Police, while conducting surveillance, a male suspect cut the lock on the bait bike and attempted to steal the bike.

The suspect, who has not yet been identified, was taken into custody by the team of Officers.

The suspect was booked at the County Jail for grand theft.

Would it have to be
 
a pretty high end bike to be considered "grand theft"?

What's the defining threshold?

California Penal Code says $950, although the threshold is lower for farm animals and produce for some reason). Anyway, a $950 bike isn't high end but surely attractive enough to a thief.
