The one thing that is worded poorly in the article is that it says he had "apparently been riding up Carroll Road." Up in the sense of a place, not an uphill or downhill direction. He was up Carroll Road, headed down Carroll Road, on that nice little steep stretch to its end at Altamont Pass Road when he blew the stop sign.
I know the sister of the cyclist who was killed and her spouse. His loss is devastating. Some risks aren't worth taking, some stop signs really aren't worth blowing. This reminds me a little of the 2006 accident on a House of Pain ride where a couple of guys blew the stop sign at the north end of Collier. Blowing a stop sign where a road ends on a downhill run at a curvy T intersection with not great visibility can lead to death. It is always worth losing momentum to avoid dying.
