Good South Bay/Peninsula places for an FTP test?

Good South Bay/Peninsula places for an FTP test?
I'm getting a power meter (for no good reason) and I was wondering if anyone had a good recommendation for a place to go and do an FTP test? My understanding is I should warm up for about 45 minutes, and then be able to go flat out for 20. It should be flat to slight uphill?

Yep. I'm 150mi away, but Bridge to Mailboxes is my highest sustained 20min+'ish effort. I then follow it with a very long cool down to the coast and back up Tunitas (though that itself would be a good road).
I've recently read (Carmichael's Time Crunched book) that there can be a climbing FTP vs flat FTP based on increased muscle recruitment for climbing vs flats. If that's true, OLH may not be the best road, or you could just figure out what the % difference is for you (in my case my max is on a recumbent that limits the muscles you can use in the first place, so I think it's a fine course).

I'd definitely agree with flat vs hill FTP. 90% FTP up old La Honda doesn't feel too bad, but on flat ground it is hard as hell! Same with headwind/tailwind.
JAK: Can you put knobby tires on your bike? If so, the Alviso Slough would work. OLH or Kings gets my vote though.
