TDF stage 1 starting order

How is the starting order for stage 1 in the Tour de France determined? Do the riders/teams chose?

I saw this today from Rohan Dennis - "I opted to go early to get it over and done with it as quickly as possible, and then I can relax. I don't want to be sitting on the bus for three hours twiddling my thumbs and getting more nervous about it," he said. https://www.cyclingnews.com/news/denn...nce-time-trial. Got me wondering.

Looking at the start list;

It appears the order of the teams is set (MTN first, Astana last), and they rotate through this order all day. Presumably the teams get to choose their own "batting order" within that framework, and Dennis being BMC's top TT rider, they gave him first refusal on when he wanted to set off.
