Are those the brake cables ?

I guess it's not as shocking as when I first saw it, as the angle and blurring makes it look like he's descending.

the Shimano STI gear cables

many riders use them as a "mock" aero bar.

Although he's holding them a bit low, the cables are stiff enough near the levers to have some
control over the bike.

yes, Its a little more comforting that just resting your forearms on the bar without anything to grip.
