It is stated in the paragraph at the top of the View/Set Lineup page. It is also, probably, in the Official Rules somewhere.
Begin selecting your fantasy team by clicking on the "add" link next to the rider's name you want to add from the list below. You have a $500 dollar budget. Once you've selected 15 players, your roster is full and valid. Remember, Stage 1-4 is the Practice Phase. Once Stage 5 starts, your score will be reset to zero and your roster locked as the Official Race Phase Begins. You will still be able to modify your starters and bench for each stage.
