Lance's Drop Handle Bar set-up

Has anybody noticed how raised up his brake hoods are?

Is there any logic behind this set up?

Do a search. This topic has been debated plenty in the past. I have mine raised a bit because it's comfortable and I don't spend a lot of time in the drops personally.
