I doubt there are any legal options; if you don't care about that then there certainly are free streams.

Check cyclingfans.com for live streams. I've been using them for a couple years for TDF and other cycling races.

The last several days I've had luck with this

But usually, after watching for a while I get

"This channel blocked by admin."

I'm amazed at the long reach of whoever licenses the coverage this year. I can't get any feeds from Japan, Italy, Spain, etc. All of the links mentioned in this thread have failed for me today.
