tdf stage start/end times

On this page with the timetable for tomorrow's stage 18: http://www.letour.fr/2011/TDF/COURSE..._par_itis.html

If I'm reading that right, the last three columns are the expected local time for the head of the race to get to that point, given an average speed in km/h -- right? So if the winner averages 36.0 km/h, he will cross the line at 17:04 local time, which is 11:04am in New York.

Is that correct?
