I first watched the race dead tired Sunday night. I did not notice that he stopped pedaling. Then this thread. I watched the link to the French coverage in here and it was obvious he stopped well after he was beaten.

Then Monday evening I notice a replay! I watched the very end. I watched carefully and it does NOT SHOW that he stopped pedaling at all. I'm not saying he did not stop pedaling. The shot is zoomed in and by the time Fabian crosses the line he is the only one in the frame.

Long shots with long lenses often make races look much closer than they really are. (Not saying it was not close, but hey are flying and 0.2 seconds is easily more than a bike length).
