I believe it would be "who waited for whom." One refers to the subject, one to the object.

Is the etiquette different if the delay is a crash caused by oneself as opposed to a "mechanical" or a crash caused by an outside source?

A bit. But the main issue is if they were really racing when the problem occurred.

The basic concept is that it is very poor from to attack because of a mechanical. This also applies far less to those looking for a stage than GC contenders.

That's what I remember it being. Once the 99ers were here though it morphed into the idea that everyone should more or less stop and wait for that rider to catch up.

Are those the same 99ers who claimed that no one could either win 2 major Jerseys in one Tour and win 2 Grand Tours in the same year because things were totally different now when guys like me would point out that Lance never accomplished either? After all it was a long time since the last time either had been accomplished! <end sarcasm>.
