I was watching a stage of the T of B, and it was just one of those moments, perhaps before a climb, and EVERYONE consumed a gel and discarded it.
The gust created by the pack stirred a dust-devil of gel pack and soigneur-wrapped sandwich wrappers that created a whirling kaleidescope of garbage in their wake.
I'm sure there are some great volunteers and fanatical fans that pick-up most of it, but some of those bottles get chucked over the sides of Alps, perhaps, never to be recovered.
Roving band of litterbugs, I say.

Yeah I don't think I'd want discarded foil or gel-packs for a souvenir.

There are sections of the race called "Green Zones" where the riders can dispose of garbage. There is a crew that comes in after the race passes and cleans up the garbage.

Are there fines and time penalties for violating them? I can't imagine a GC contender sucking on a gel, seeing a rival going on the attack and thinking "I can't ditch this until the green zone in 7km, so I'd better stuff this in my pocket for now and then I can counter."
