On paper, the Concept is the better of the two, and is designed for the more serious cyclocross racer. Not that the Kona itself is not a serious race bike, but the true answer is which of the bikes is better for your intended riding. Will you be racing, or just riding? Will your riding be on road or off? Will it be serious fitness cycling or commuting to work?
If I had the money, as somebody who rides a cyclocross bike in a serious cyclocross fashion, I would get the Bianchi if I had the money, and I would get the Bianchi if I had to stretch a few dollars to buy it. Otherwise, unless you're planning for a winter of backcountry cyclocross racing in the rain, snow, and mud, the Kona will be just a good a bike for you as the Bianchi. Of course, as always, test ride both bikes first and entrust your dollars and purchase to a knowledgable bike shop.
