Yeah I think thats what I'll have to do. Unless she decides to spend the money for a custom I don't think there is anything non-hybridish with both rackmounts and disks. It will be much better then the cantis she has and if it's just the back keeping it quiet shouldn't be too much for her.

I don't know, 53cm seems "smallish" to me.
maybe it would help if you posted a range of sizes you're looking for, or even better, the size bike your ma rides now or/and her inseam.
There's always the Kona jake iterations, which are available frame-only, the kona sutra is steel, but has disc brakes, and the nashbar X cross frames, which are disc-compatible, aluminium, and pretty inexpensive. Most manufacturers sell frame only, although dedicated cross bikes are less likely to have eyelets than, say, touring frames.
You could always take a gander through the list of 'cross fabricators up above.
