I looked at the Leader frame as well... as you probably know, a few factories in Taiwan make most of the Al production frames. (Motobecane=Fuji) It seems as though the Leader is most similar to the Nashbar frame. They have similar geometries: 73 STA, 70.5 HTA. They also have a similar taper in the downtube, and are made of butted 7005. OTOH, The dropouts are different (Nashbar's are relieved), and the Nashbar frame includes a disc mount. I'm imagining a scenario in which the same factory welds up the frames, then puts the dropouts/mounts specified by the customer. But it's just my imagination, and may not reflect reality.
I say all that only to propose that the experiences that others have posted regarding the Nashbar frame may be relevant to the Leader.
If I was looking for an inexpensive Al frame to hang parts on, I'd go with the Motobecane 199 frame+fork deal that's on the 'bay these days. It's a Cross Comp frame, really.

do they have a cross frame?
I was looking for one a couple months back and couldn't find one. Does anyone have a link to see the frame?
