new or used

this should be a no brain but i was wonder if i should use an old used bike in the basment of the bike shop i work at or buy a new bike w/ my emp disc , the only thing is i like to be able to build a bike my way but im wondering if by the time im done if i could have saved a tone of time and money just buying something new. oh by the way i want to build a single speed cyclocross bike for riding on the tow path to get some indurance riding in. and if anyone knows of any good bikes to look at we carry trek specialized giant and haro.

depends a lot the cost of parts. If you have a lot of parts on hand, then it's not a big deal, if you have to spend more than 300 on parts, then you might want to buy new.

well you can do like most people and get a rob roy group buy frame for 190$ i think it was... and if you got some bullet proof wheels or need to build them they would cost you what 200/300 $ for a decent set? about another 150 for drivtrain and pedals... + brakes... so you are looking at around 600$ minimum right? but a good build...
