Brake Pad Hitting Fork Leg

I just got a new CX frame. My cantelever brakes will not open all the way because the brake pad hits the fork leg. Has anyone else experienced this problem? Any suggestions for fixing the problem short of cutting off the last bit of the brake pad?

It's common, and, afaik, only a problem if it prevents proper brake adjustment or prohibits wheel removal.
