Or is the cage too short? It seems to handle my 28t cassette just fine, and I'm wondering if I can squeeze in four more without buying a new derailleur.

not unless it is a mid cage (which their web site says is available but I have yet to find.....)

I thought the length of derailleur cage needed was determined more by what chainrings were being used than how big the cassette is. A triple crank would nned a long cage, a cross specific crank with a 38/48 set up could use a short cage. The amount of chain wrap required and provided by a rear derailleur is directly related to the tooth count difference of the front chainrings. Am I wrong?

My experience with a 105 9-speed derailer and an 11-32 cassette is that the problems can come in because the dr cannot swing back far enough to comfortably put the chain on the big cog. With the 105, it would work but the top pulley was practically meshing with the 32 cog. I had no problem with chain length; in fact I used the same chain as had been on with the 12-27 cassette.

While the 105 technically worked with the 11-32 cassette, I quickly switched to an LX mountain dr which shifts into the big cogs easier.

Obviously, I can't speak directly for the SRAM dr, but my guess is the same problem could occur.

You have to use an Apex R. Derailler as well.
