Tektro CR720 - Spring tension not equal - INSTALL HELP NEEDED

Maybe someone encountered this issue before and found a remedy. I just purchased a set of Tektro CR720 brakes for a CX bike I'm building. When I tried to install the Tektro CR720 canti brakes on the front fork I noticed that the spring tension for each lever is not equal. Even if I set the spring tension adjuster on the right canti all the way in and the tension adjusted on the left all the way out, I cannot get an even tension on both springs.

I've attached photos of the cantis attached to a digital scale to show the amount of force (in ounce) to pull it parallel to the ground.

I've contacted Tektro and they advised to use different hole for the spring pin but the fork only have one hole for each brake post. Again, the spring tension adjuster is not much help either.

Did I get a pair with defective springs? Please help.

This will qualify as a hack solution but I've changed spring tension by spreading it's rest position, or compacting the spring with vice grips. I have been surprised that it actually works, remains stable, ...if all else fails you could give this a try.

2, Take the pad turn it so it clears the fork/stay, weak side, back bend the spring further
was what we did before the MFG started putting those screws in..

3) the center cable can be off center to pull one side more than the other at first,

4) though 1 pad may hit the rim first , effective braking doesn't happen until both pads squeeze the rim.

so dont sweat it too much .. [untreated OCD? might need counseling.. ]

oh and 5) a thin washer behind 1 brake pad can make it closer.

Thanks for all the suggestions. I did read the f*****g manual. It specifically stated to use tension adjuster screw to even out the tension.

I ended up spreading out the spring.
