Wish more Americans thought that way. I use my bike for fitness so we maintain a pretty good speed considering we are hauling two kids around. But for commuting (unless we wake up late) we just take it slow and enjoy.

My usual riding style is for fitness--pump up the heart rate and sweat ; but, I agree you should slow down and "smell the roses" from time to time. If I bike commuted to work I'd ride slow but my work location is 30 miles from home and my drive is mainly on the freeways.

Slow biking is cool, on the Newport Beach boardwalk there is a 8 mile an hour limit all the way up to Huntington Beach Pier, literally thousands of balloon tire cruisers. It's nice to people watch between bar stops!!!
