E-recumbent with panniers Fender or not to fender

I will soon 'fingers crossed' have a hubmotor on the front of my EZ-1SX.
I was wondering to what degree the fenders woould be useful to protect the controler and batteries, or if I will need them at all. Will the panniers take care of the water well enough?
