I seem to remember seeing that video, or at least one like that, several years ago. It was a one-of-a-kind homebuilt, never made it into production. It made me wonder what kind of power it used to extend up. Compressed air? Obviously, not a recumbent even in its low form since it has no seat back, a saddle, and leg length adjustment is via a seat post. We'd call it a convertible Tall Bike to Crank-Forward.
Personally, I think people are even less likely to see a cyclist who's above their field of view than one who's at hood level.
