Why do cyclists ride on car roads?

Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Let's put it like this, if you get in an incident on a sidewalk with a pedestrian, you're getting the ticket regardless. It's also illegal to ride on the sidewalk in most states, cities, towns. Where if you were obeying the law on the road and get hit by a car, it's the opposite. Remember a bicycle is still considered a vehicle, not a toy.

If your that uneasy about riding on the road there is this thing called a multi-use path. Been hit by a car, and was not about to consider riding on sidewalks.

I mean, I understand that riding on a highway, on a side road beside the white line is fine. But this? In a city where you avoid using red light for pedestrians in intersections? Or cars?

So my question is, is that the norm? What is acceptable or not? But again I probably should check my city's or province's laws.

edit: I'd like to add that I'm new at the road cycling so that's why I'm asking this. Sorry if it's the bad question.
Not bad, you got some bites. An extra point for calling the roads 'car roads'.

A solid 7/10.
