Coal rolling followup from the OP
I was going to post an update on the original post, but it was locked before I got the chance. I talked to the cops, and as some predicted, nothing really got accomplished. Even after seeing the video, she said all she really saw was a maintenance issue, and that she could not do anything unless they personally witness this behavior, because she said the video could not prove intent. Her advice was to call the cops immediately after the next incident, so they can come out to the scene and try and catch the perpetrator in action.
I was tempted to compare the situation in the video to some situations she may experience in society due to her race and sex, and that I may not see them as issues based on my race and sex, but they still exist and are issues. But I did not.
So I am supposed to stop my ride, call the cops, wait for them to come see me and take my statement, and hope I still have enough daylight to make it back to my starting point?
Anyhow, what is indisputable here, is that this vehicle has a smoking issue. Fortunately, Maryland has a website setup for reporting these issues. Thanks to the help of individuals on here, I am able to provide the plate number and properly report this so that it may be investigated and re mediated, hopefully at the owners expense. If you happen to have this problem in Maryland, here is the website:

Oh please... Do I have to spell everything out for you? As a white male, I cannot begin to comprehend or understand the challenges she faces daily, especially from people like yourself. I doubt she understands what its like as a cyclist to be struggling to get up a hill, trying to stay out of the way of trucks, only to have one gun it as it goes by and smoke you out, preventing you from breathing and seeing for several seconds when you are already gasping for air.
