I'm located in SW Kennesaw. I generally ride in Kennesaw and Cobb. It only happened a few times, and it was at night when I was either commuting or picking something up from the store. I have the feeling that they were just curious. They never bothered to stop me, and I didn't really get a good look at the car. I was only tailed for a little under a mile both times. It was near the jurisdictional line of Kennesaw & Cobb, so I don't know which PD it was.
What you describe sounds consistent with what I have heard, that Kennesaw PD stops utility cyclists at night. "Meet and greet" they call it.

I got one ticket in the 90's for being still parked in the forrest preserve parking lot at dusk while mountain biking a trail that started at that lot. The reason I was still parked there was because I crashed badly and had to limp out with a broken bike and bleeding out of my leg, arm, and face. The cop did not care, so he gave me a ticket.
That, my friends, is a dick cop.
I've never watched anybody get a ticket on a road bike, but much of my riding is where there are really no traffic stops or signals. When I ride with the group they are constantly flying through stop signs at full speed, and frankly it has ticked me off to the point I don't think I'm riding with certain people or groups anymore. There just isn't any reason for that kind of dumbassery...I hate to say it, but with more and more local riders on strava, it has reached a ridiculous level with that kind of danger.

No, it's the normal fine for the ticket paid with a check in the mail. They just call it bail for some reason, lol.
Anyhow, Trial by Declaration, where you submit your argument and evidence by mail seems to be the way to go.
Apparently, the officer has to write a response and doesn't get overtime or time off as they would for an in person trial. Many dont bother. At least around here.

I got ticketed in Santa Monica a few weeks ago for rolling a four-way stop and am still trying to decide how to deal with it...

You are very close! I'm near Kennesaw Mt. High / Big Shanty Park. I'm more of a car-free utility cyclist than a road cyclist. But if you feel like meeting up for a ride sometime, shoot me a message. I'm planning on checking out one of Performance's Rides this Saturday. I figure the 22 miles RT + the 15 mile ride will be some good weekend exercise.

My luck ran out yesterday. I got a ticket for dialing it up to 400 watts and droping the hamer during a double century. Who knew that was illegal in these parts.

To be fair, I ride with friends who are law enforcement, and they're good people. Writing citations is just part of the job, but I wish they'd focus less on the not-so-dangerous intersections.

Locally the police have been using some thin excuses, like no bike lights, to stop and search people on bikes in urban neighborhoods. Meanwhile, at least anecdotally, my observation is recreational/utility cyclist who roll stop signs or stop and go at red lights do not get a reaction from the police.

During the 2012 edition of Cycle Oregon some idiot crossed the double yellow during a descent on the Crater Lake Rim Road while there was oncoming traffic. Seems the vehicle in front of him was moving too slowly for his liking. That vehicle happened to be driven by an on-duty park ranger. She was pissed. She must have radioed ahead because further down the road we saw the cyclist flanked by the ranger he passed and another ranger with a second vehicle. Looked like the cyclist was getting a big fat ticket. Serves him right. That sort of behavior makes things hard on large events.

Never had a ticket either, but I've had Cops give me plenty of attention. I've been followed multiple times at reasonable distance (3 or more car lengths) like they are watching to bust me for anything. I've had them pull up along-side me and stare me down, which I ignored (In Garden Grove).
Best of all, I got stopped and field interviewed in Irvine,Ca by Commanders in an unmarked Crown Vic. They claimed that I was trying to flee from them, so they had PC to stop me. That was a day where I tried to do a sub-3-hour 62 mile ride and was redlined much of the time, as in not surprised if I was babbling and incoherent when trying to talk that day.
Cops, more so than average motorists, should have situation awareness and should have some idea what a Road bicyclist is about: as in Roadie versus fixie-hipster vs Ninja-hipster vs Tourist-with-beach-cruiser.

My BUI never went to court, 3 years ago. Blew under the minimum .
mostly it was 2 cars with Bored Sheriffs deputies, on a holiday weekend , none of whom rode any bicycles.

First was because we were impeding traffic on a road with no shoulder. Cop was arguing that we needed to be single-file and not in a double pace-line. No tickets issued.
Second time we got pulled over going 32 in a 30. This was more about the cops showing face to residents who were calling in because we were "impeding traffic" on this particular stretch of road. No tickets issued because nobody had IDs on them

Exactly what we told the officers. Not that we're always doing 32 at that point, but we're never below 26. This is a road we ride on each weekend, so the residents are probably sick of us blocking them from going 45.

Took a photo of the intersection from where the deputy would have been (too far back to see the intersection clearly), and provided a google maps diagram of bike and cruiser position. Probably unnecessary if they don't respond anyhow.

I've actually been pulled over and harassed by police while on my bike a few times, but they didn't write tickets, just sort of wanted to posture and raise a guffaw over nothing hoping I'd react and then they'd have an excuse to do something...

I've never gotten a ticket here Burbank,ca,, but thats cause the Burbank police department is to busy stoping Mercedes and BMWs all day that speed on glenoaks hahaha they don't even pay attention to cyclist.

Way back in the 70's I got a ticket for running a stop sign. Went to court, guilty. Paid my fine, think it was $25 back then.
Another time I was way out in the corn fields near DeKalb, IL. I was pulled over by police. They were totally perplexed by a 17 year old kid dressed in euro bike kit and cleated shoes. They told me I needed to ride against traffic, that was the law. And for one goofy year in Illinois it was printed in the Rules of the Road manual as such. I told him that was several years ago and it had been changed. Not a good idea on my part. He got all huffy. Asked for my ID. I said I don't have any. Back then I just took off on my bike. Asked me where I lived, and he said that's 50 miles from here. I said yeah I've been out 3 hours, I got another 3 to get home. He walked back to his car and took off.
