Down on Paverx
Our neighborhood recently went through a "road rejuvenation" project where a layer of Paverx was put down. While a lot of people are concerned about the environment safety side of this smelly tar goo (myself included), what I can say definitely is that stuff is a hazard for cyclists: they are incredibly slick even after a few weeks, and with any kind of moisture the road surface literally turns into a skating rink. I went down on a corner hard two days ago hours after a rain shower. It's corner I've done hundreds of times before the paving, dry or wet, without any problem. I've seen cars skid.
I am going to raise this with the HOA (our quasi government in suburb land) next chance I get.

I hope so... as it is now, I think it's a safety issue for both drivers and cyclists. Chipseal may even be better than this (never thought I would say it).

Hopefully there is a simple way to "texture" it a bit without going as far as cutting massive rain grooves.

Last year R.I. Dept of Transportation cut in some rumble strips at the edge of a busy road with no shoulder forcing cyclists to ride further from the edge. Our bike club seems to have good relationships with local communities and the state and local police. The club president brought this dangerous condition to the attention of the town and highway department and the rumble strips were filled in short order. The club, with 1300 members or so, donates over $50,000 to organizations involved in all aspects of cycling advocacy. Though the club does a very smooth job with it's rides, the advocacy is the more important activity. This is the best reason to have an active club over long periods of time.

Every once in a while a really bad idea gets the attention of road and highway departments.
I recall a project a number of years ago. I local municipality want to extend a road across what was essentially a swamp. A huckster sold them on the idea of supporting the road on what was essentially Styrofoam panels. Yeah, that worked well.
This sounds like another great idea who's time should never have come.

There's no requirement for it to be lower than your mortgage. Though, it would be odd that a condo hoa fee was that close to your mortguage (unless you have borrowed a small part of the purchase price or bought it long ago for cheap).

I would be terrified if I encountered entire roadway with this on my motorcycle in the rain. Bad enough are painted lines. I've seen similar stuff used on large parking lots (IMHO, a more appropriate use for it)

This just looks like driveway sealant. Rejuvinate, not quite. Sealant is a more appropriate word. I use it regularly (every other year) on my driveway to keep it a dark shade of black for the winter to absorb the sun's heat.

Since driveway sealers are made from coal tar and recycled petroleum products you should avoid using them if you have kids. You will track a lot of it into your home where it will reside in the rugs.
