I wait to see what the ridiculously anal ride leader considers acceptable. But even then I'll probably find that the rules are selectively applied.

They don't occur often while on the bike, but if so, I'm a bit cautious that I'm just passing wind. Either they slip out on their own, or I'll stand while OTB and let 'er rip. I do try to save some for the wife at home, since I know she'd be disappointed otherwise.

I do it right as my turn at the front starts, to give a me a boost as I lose the shelter of the lead rider.

The boost isn't to increase speed, but to maintain current speed, with fewer watts.
But if I accidentally did surge, I would just tap my brakes to slow down.
