You could build, or have built for you, some decent wheels for $400. I spent roughly $500 on my commuter wheelset albeit only with a front disc hub. ~1400 grams, 32 spokes front and rear, American Classic hubs and IRD rims. Plenty of cheaper options out there depending on your goals.
Not looking to build it. Just want a total package, the wheels on my CAAD are average for a nice bike but I am very happy with it and I am sure would be a nice upgrade from the OEM Maddux 3.0 on the Synapse.
